New feature: quote a post in a pm

Added a small feature today, now if you click on a username in a post there's a new option in the drop-down menu that lets you PM the user quoting the post in question. Screenshot attached

Here neither. Maybe it just works for mods and admins.

should be good now, was a stupid permissions thing. it defaults to work for admins and mods only which seems kinda dumb.
