Their performances are similar.
For fast action shot, I'd at least use shutter speed of 1/1000 or above and ISO 1600 or above even the place is well lit. It is better to get pictures with some noise, which can get rid of in post processing, than pictures that are not in focus.
Tokina 11-16 f/2.8 is the fastest wide angle for crop sensor camera, it got many great reviews too.
My friend uses that and 70-200 2.8 VRII for his paid job.
